Captain Holly Short of the LEP is an example of what is affectionately referred to as a 'loose canon'. An elf of instinct, Holly trusts her own self more than any order or superior officer. She's well known for being impulsive and a bit of a wild card. However, her loyalty and dedication to justice are exemplary of an ideal LEP officer.
Talkative and sarcastic, Holly is known for talking back to her superior officers, something that has landed her under suspension more than once. She puts the needs of others before her own, and will often defy direct orders if she believes it is necessary. She is very protective of her friends, and considers them to be like family.
Holly is an orphan, as her mother passed away years ago, dying from radiation poisoning. Her mother was also a member of the LEP, working in the marine division. Holly strives to live as her mother did, always putting others before herself, and doing what needed to be done to ensure the safety of an innocent. She considers her mother to be her role model, and becomes extremely furious should anyone attempt to insult her memory.
She doesn't take back talk from most people, and becomes argumentative if her decisions are questioned. Her personality is exceptionally tomboyish, and she prefers to interact with males over females [possibly due to being unable to properly identify with females of her own species]. She's one of the few people who can convince Foaly the Centaur to do much of anything, and has become good friends with his wife [who is genuinely her only female fairy friend].
Appearance:
Holly short has chestnut brown skin, and darker brown hair styled in a crew cut. She stands at one meter in height, about a centimeter shorter than the average. Holly prefers to wear LEP issued attire, often her bodysuit with moonbelt. She's never had an occasion to wear casual clothes, as the elf has never had a day off in the years she has been with the LEP.
Her ears are rather long, as indicative of an elf. She requires artifical support to fly, as she possesses no wings of her own [unlike pixies]. When visiting the city, Holly does her best to try and blend in, often wearing clothes that are a bit too large for her [as they're from Artemis]. A hat is always on her head when she's made to move around the mud men, in order to hide her ears.
Normally she would simply make herself invisible, but it seems some humans can now see that spectrum, resulting in Captain Short having to use other means of blending in.
Due to the time-travel incident, Holly has one of Artemis' eyes, just as he has one of hers. The elf's eyes are now blue and amber.
History:
Holly is considered to be a young adult in terms of her age. Being an Elf, she will naturally outlive most mud men. Already she's eighty years old. During her childhood she spent a large amount of time admiring her mother, who worked hard to clean up the oceans of the world, often polluted by the mud men. Holly originally had great disdain for humans in general, though that was changed through her mother's actions.
She was taught not to judge an individual simply based on the actions of a species. Just as there were good fairies, there were bad ones as well. Holly decided at a young age [around twenty] that she was going to aspire to be like her mother and join up with the LEP. She trained daily with her father, who was a stay-at-home dad.
Unfortunately, her time with her father was cut short. He offered her all the support in the world for her dreams, but died due to illness shortly after she turned twenty. Holly misses him dearly to this day. Her mother never remarried. Captain Short actually carries a picture of her parents on her person, in one of the pouches on her belt.
Holly tried and tried again to join up with the LEP, in order to become an officer. Eventually she was hired in a traffic position, such a thing did not suit her. Captain Short had the potential to become a great officer, but the stringent tradition of having only male LEPRecon officers remained intact.
Motivated years later by the death of her mother, Captain Short once again tried for a position in the LEP, petitioning the council to accept her, due to her intense qualifications and skill. She was finally accepted in, and began to gain some tenure. Eventually she crossed paths with a dwarf named Mulch Diggums. Holly developed a bit of disdain for the criminal, and has arrested him a few times.
Commander Root sent her out one day to investigate the city of Townsville. Humans had caused an incident, tainting the water supply and causing mutations among their own kind. During her investigation, Captain Short found herself captured and caught by a mud boy named Artemis Fowl.
Artemis ransomed her for one metric ton of gold. Holly managed to escape, via her own ingenuity, but saw something in Artemis, a flicker of hope. His actions were driven by the desire to find his father, and heal his ailing mother. Holly made an agreement with Artemis, taking one half of the gold in exchange for healing his mother.
Not even a year later, she joined forces with the mud boy again, to find his father and bring him safely home. Holly once more saw a softer side to Artemis, prompting the seed of friendship between the two to grow. Over the past few years they have survived mind-wipes, trolls, a psychopathic pixie, goblins, and even being transported through time; twice.
She also lost a dear mentor and father figure, Commander Julius Root, at the hands of the psychotic pixie, Opal Koboi. If it weren't for the support of Artemis, Holly might not have been able to handle such a blow. She keeps the memory of Julius alive, and visits his memorial every now and again.
Holly is the closest fairy friend of Artemis Fowl. She regards Artemis as her dearest friend, and wouldn't hesitate to lay down her life for his. If inquired if she possesses any feelings of affection for the mud-boy, the elf will sharply demand that the asker mind their own business.
Secret Identity:

Power:
As a fairy, Holly possesses certain gifts granted by the power of her magic. She can will her magic to heal any wound, but due to using this ability so much over the past few years, her capacity to sustain it has been greatly reduced. Holly can also use the fairy mesmer a form of suggestive mind control used through direct eye contact. Her voice becomes almost ethereal to the one under the mesmer, and while the spell is in effect, she is able to obtain what information she needs. She can also speak any language known [and unknown] to man, due to the People's gift of tongues.
The demon No1 finally unbound the curse that plagued many fairies, which involved them having to obtain permission before entering a structure, or risk losing their magic. Holly can now enter buildings without an invitation with no negative repercussions.

"I still think it's a good idea." Foaly's voice spoke in her ear, causing the elf to frown a bit before shaking her head.
"No, Foaly. I'm not letting you install anything into my system. I don't care if the others have the interface, I'm perfectly fine with the old model." The Captain retorted, rejecting his offer to install 'wetware' into her system. Holly was far too wary to permit any kind of surgery, even if it was to install something that would make her suit respond faster.
The Captain was out above ground after a routine recon mission, her first since returning from that jaunt through time. Part of her wanted to fly over to Fowl Manor, to see how Artemis was faring, but she knew that she had to keep her distance. What happened in the past, happened in the past. It was best not to dwell on things like that.
The LEP's current focus was the location and capture of the second Opal Koboi, the one who had followed Artemis and Holly back to the present time. She was still at large, and the department was desperate to bring her in. Rumors were already milling about concerning her 'escape', however, Atlantis was an inescapable prison, the very reason why the Koboi from the current timeline was locked in there.
Besides, Artemis was undoubtedly preoccupied with the entertainment of his brothers. Myles and Beckett were rather adorable scamps, from what she'd seen. Of course, she still hadn't properly introduced herself to Artemis' family. It was kind of strange and oddly unsettling that over half of the residents of that house were aware of the existence of The People.
Yet Holly trusted Artemis. As did the LEP. He had changed over the past few years. Holly was quite proud of that fact. The mud-boy had a heart after all. Foaly had been keeping an eye on Artemis, and Holly didn't blame him. He was Opal's enemy just as much as she was... If Opal tried to harm Artemis or his family again...
Holly tensed, brushing away the unsavory thoughts that had crawled into her head. Artemis was safe, his family was safe, and they were all fine.

Other:
She has a certain attachment to one particular Mud-Boy who has managed to get under her skin. She also considers Butler to be a very close friend. Holly has been on a few dates with Commander Trouble Kelp, but nothing has come of it.
The People, as fairies prefer to identify, are a secret society of elves, pixies, centaurs, dwarves, and just about any fantasy creature you can imagine. They live in a city called Haven, hidden away underground. WAY underground. The city is actually attached to he underside of the Earth's crust. Fairies hid themselves away thousands of years ago, due to conflicts with mud men [aka: humans]. They have incredibly vast technological advances, and have lived in peace for thousands of years, hidden away from the world.
However, the presence of mutated humans [aka: mutts] in the city of Townsville has made the Fairy Council uneasy. What if a human developed the ability to detect them? Or worse yet, destroy the city? A special division was created to investigate this threat, headed by the paranoid centaur Foaly, and funded by the LEP; Section 8 exists to investigate the mutations, as well as their effect on humanity.
Should the humans present themselves to be a threat, The People feel that they must be dealt with accordingly. Holly Short was placed on assignment topside as a pair of eyes on the situation. She's currently staying in Fowl Manor, with Artemis, who has been a friend to the People for several years now. Holly attempts to blend in with mud man society, at the same time engaging in covert missions to investigate the spill, and just how it happened.
The People hope that with their technology, they can develop a cure for the mutations, and prevent conflict between humanity and fairy kind.
